September 2008 NEEDS ASSESSMENT REPORT FOR THE DEVELOPMENT OF A NATIONAL EARLY INTERVENTION SYSTEM FOR CHILDREN WITH DISABILITIES IN MOLDOVA

The aim of the present review was to evaluate state, private and NGO Early Intervention services for children with disabilities in order to put forward some recommendations for replication and dissemination of existing models of good practice in Early Intervention, outreach and accessibility of services, and government financing of such services.

The evaluation included:

-the statistics of children with disabilities and their geographic distribution,

-the analysis of the policy and legislative framework for Early Intervention,

-assessment of the risk of institutionalization of children with disabilities,

-assessment of existing state, private and NGO operated Early Intervention services,

-review of existing models of government contacts for social/health services,

-the pre-service and in-service training necessities in Early Intervention,

-opportunities to develop Early Intervention services within existing infrastructure.
